There's nothing funny about being a prisoner of war unless you are imprisoned in Luft Stalag 13. In fact, the camp is so popular, people are breaking in instead of breaking out. Well, not really, but the camp sure did have its share of visitors. The camp was fictitious, and so were most of the characters. Why most? Because some characters, including some major German generals, were real.
Even though the camp was fictitious, it was actually based on a real one, the Hammelburg POW camp in Bavaria. In this, real, camp, POWs and Germans sparred in much the same way as in the television show. Real life General Gunther von Goeckel, a reluctant commandant, was the inspiration for Colonel Klink, played by Werner Klemperer, and Colonel Paul Goode served as the real-life inspiration for Colonel Robert E. Hogan, played by Bob Crane. The real Stalag 13 was, and remains, a German training camp, that for a time during World War II, housed prisoners of war. And, yep, the real-life prisoners had a secret radio, just like the POWs in the show.

The setting of Hogan’s Heroes is a fictional version of Stalag Luft 13 (Camp 13 in early episodes), a prisoner-of-war camp for captured Allied airmen located north of the town of Hammelburg in the Bad Kissingen woods. The "Hogan's Heroes" set was built on a section of the Desilu production lot called "40 Acres" in Culver City, California. Colonel Wilhelm Klink (portrayed by Werner Klemperer) is the camp commander and an old-line Luftwaffe officer of aristocratic Prussian descent. However, because he is inept, Stalag 13 is a base of operations for the allies. Colonel Klink’s favorite expression was "No prisoner ever escaped from Stalag 13", though prisoners could virtually come and go as they pleased. Klemperer, conscious that he would be playing the role of a German officer during the Nazi regime, agreed to the part only on the condition that Klink would be portrayed as a fool who never succeeded.

Early in production planning it was decided to make it always be winter with snow on the ground and frost on the windows. This was to prevent problems with continuity and to allow the episodes to be shown in any order. It also helped convey the hardships of the POWs. Since much of the filming was done in the summer the actors had to wear coats and act cold even when the temperature was over 90 degrees Fahrenheit. For the first several seasons the "snow" on the roofs and on the ground was actually salt. By the fourth season much of the snow on the roofs had been replaced by patches of white paint. By the sixth season all the patches of snow on the roofs and many of the patches of snow on the ground, especially in the high traffic areas, were also just paint.

German film distributor Kirch Gruppe acquired the rights to Hogan's Heroes, but did not broadcast it for many years due to fears that it would offend viewers. It was first broadcast on German television in 1992, but the program failed to connect with viewers. However, after the dialogue was rewritten to make the characters look even more foolish (which ensured that the viewers understood the characters were caricatures), the show became successful. The German version also introduced new unseen character, "Kalinke", who is Klink's cleaning lady and perennial mistress. Colonel Klink describes her as performing most of her cleaning duties in the nude.
